Description: Provides an advanced introduction to higher education policy and policymaking. Begins with theories of power and how they relate to higher education policy. Examines process models of policy making. Considers five areas of higher education policymaking: science policy, competitiveness policy, student aid policy, access and completion policy, and accountability policy.
