WM is just a small windows application I wrote that sits in the background and provides a useful feature that many X windows users miss under windows. It's quite popular for X window managers to allow you to move windows by ALT-L-clicking anywhere in the window's region and dragging. WM provides that functionality for windows. You can also ALT-R-Click to resize. You'll know it's working because an outline of the window will appear.
